Broad-based expertise for sustainable development – under one roof

Working efficiently, effectively and in a spirit of partnership, we support people and societies in developing, transition and industrialised countries in shaping their own futures and improving living conditions. This is what the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is all about. Established on 1 January 2011, it brings together under one roof the long-standing expertise of the Deutscher Entwicklungsdienst (DED) gGmbH (German Development Service), the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH (German technical cooperation) and InWEnt – Capacity Building International, Germany. As a federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development. We are also engaged in international education work around the globe.

Evaluation at GIZ

Evaluation serves the purposes of institutional learning and meeting accountability obligations towards the client and the general public, and it provides important information for steering development measures. Accordingly, the evaluation system consists of a set of complementary instruments: decentralized evaluations such as project progress reviews, independent ex-ante, final and ex-post evaluations carried out by independent institutes and consultancies, and strategic evaluations according to the specific interests of the organization. Evaluations at GIZ follow the theory-based approach, triangulation, and the ‘funnel approach.’ The latter specifies that evaluators should start by examining the changes that have occurred in the intervention area of the development measure before looking at its objective. This reveals unintended and undesired results as well. Evaluation at GIZ is also aligned with the principles and evaluation criteria agreed in OECD-DAC and with the evaluation standards of the German Evaluation Association (DeGEval).
