WFP Office of Evaluation seeks French speaking evaluators for Country Portfolio Evaluation of Madagascar
WFP independent Office of Evaluation (OEV) will soon be implementing the Country Portfolio Evaluation for Madagascar during the course of 2018, as per the TOR and timeline (link below).
CPEs assess all WFP activities implemented during a specific timeframe, and evaluate the performance and results of WFP country portfolio as a whole. They provide evaluative insights to make evidence-based decisions about positioning WFP in a country and are intended to inform strategic planning, partnerships, programme design, and implementation. CPEs aim to help Country Offices in the preparation of Country Strategy Plan and documentation of lessons that can be used in the design of new interventions.
The evaluation will review any current and all WFP operations implemented since 2013 till end of 2017 and all geographic areas covered by the portfolio. In particular, the evaluation will assess country program, protracted relief and recovery operation (PRRO), emergency operation (EMOP). The evaluation will include the "dynamic" nature of these operations in the context of Madagascar. The evaluation will be conducted in French/English with Evaluation Report written in French.
