Link Community Development is recruiting an interim programme director to ensure the continued delivery of it’s flagship Girls’ Education Challenge STAGES project in Ethiopia. Reporting to the Link CEO, the post-holder will liaise closely with the Senior Programme Manager based in Ethiopia and the Link programme team in Edinburgh to ensure all project activities are delivered on time, on budget, and to the highest standard. Travel to Ethiopia is required.

Link Community Development is seeking to engage an experienced consultant, or small team of consultants, to conduct a detailed and evidence-based scoping study to establish the current position and pipeline plans of the Ministry of Education Uganda in relation to the critically important areas of school improvement in Uganda. These include: School improvement systems and processes; community mobilisation; school report cards; digitised inspection; national education standards; national roll-out of effective data collection systems.

Call for EoI: Evaluation specialist

The Office of Evaluation of the United Nations Food and Agriculture Organization (FAO) is launching an evaluation of the FAO country programme in the Kingdom of Cambodia. The Office of Evaluation is seeking qualified consultants to join the evaluation team. 

Evaluation consultants with experience working in Cambodia and with expertise in the following areas are encouraged to apply:

  • Policy support, institutional capacity development;
  • Rural livelihoods development, value chain analysis and development, including financing;
  • Climate change adaptation and mitigation, natural resources and forests;
  • Socio-economic aspects, social inclusion issues and approaches, and Gender;
  • Livestock Production and Animal Health, transboundary animal health issues and management.

Consultant international pour l’évaluation des dispositifs de l’emploi du Ministère du Travail, de l’Emploi et de la Sécurité Sociale en Algérie

Le Bureau International du Travail à Algiers cherche un(e) consultant(e) internationale pour mener une  évaluation des dispositifs de l’emploi mis en œuvre par les différentes structures du Ministère du Tr​avail, de l’Emploi et de la Sécurité Sociale (MTESS) en Algérie.

Pour des raisons d’organisation il a été préféré de scinder l’évaluation en deux composantes : une composante portant sur les dispositifs de soutien à la création d’entreprises ANSEJ et CNAC et une composante portant sur le Dispositif d’Aide à l’Insertion Professionnelle (DAIP) mis en œuvre par l’ANEM. Les présents termes de référence portant sur la composante DAIP. ​

L’objectif de l’évaluation est double :

  • d’une part apprécier l’impact du programme tant sur l’emploi que pour les bénéficiaires des programmes;
  • d’autre part identifier les facteurs de réussite et d’échecs du programme DAIP géré par l’ANEM, et de suggérer, le cas échéant, toutes les dispositions correctrices nécessaires en vue d’en améliorer l’efficacité et de faciliter la reproduction des bonnes pratiques. 

Le travail demandé est estimé à 7 semaines à planifier entre les mois de janvier 2018 à avril 2018.

Evaluation Consultancy: Feasibility Study of Sport for Development Programming Targeting Refugees, Migrants and Host Communities

PeacePlayers International and Laureus Sport for Good Foundation are seeking a consultant to conduct a feasibility study exploring how a long-term, sport-based intervention could support increased social cohesion, specifically through the positive integration of migrants and refugees within their host communities, in four key geographic areas: Germany, Greece, Turkey and France.

The study will be conducted over a period of 6 months beginning January 2018. Results of the study will inform the piloting of sport and social cohesion programming in targeted geographic locations during a 2-3 year period, followed by a larger-scale 5-year program roll-out.
