Seeking Medium/Senior evaluation expert (in-house)

THE COMPANY PROVIDES:
- Experience in conducting complex evaluations: we conduct strategic evaluations with multi-annual and/or multi-sector programming, ex post, mid-term and ex ante evaluations.
- Recognised methodological expertise with top-level clients. We advise international institutions on the implementation of evaluation methodologies and M&E systems. Our main clients consist of the European Commission, the OECD, the French, Belgian, Swedish and Dutch cooperation agencies, as well as regional administrations in Europe in the field of economic development and innovation. SEE has recently been shortlisted for a 3-year framework contract for multi-country thematic and sector evaluation studies of the European Commission’s external cooperation.
- An active partnership with evaluation networks: we play an active role in the evolution of evaluation theories and methodologies and in the development of recognised quality standards. We are members of the European, French, Luxembourgish and French-speaking Belgian evaluation societies.
We are seeking an evaluation expert within our Luxembourg office to start working AS SOON AS POSSIBLE. The successful candidate will take our evaluation capabilities to the next level, while also providing an intellectual focal point for our junior consultants and analysts.
THE SUCCESSFUL CANDIDATE WILL HAVE:
- At least 5 years of experience in theory-based and/or evidence-based evaluation (qualitative and quantitative, inter-disciplinary, etc.);
- A degree and post-graduate qualification, preferably in economics or applied economics or political science;
- Extensive knowledge of key issues and organisations in international development, particularly around the interface between evaluation and policy and practice;
- A strong record of personal consultancies, research or publications on topics related to development aid and/or regional development;
- Preferably, an established and responsive network within the international donor community and;
- Excellent command of English, knowledge of French.

Project/Proposal Summary: In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.
Position Summary: MSI is seeking a long-term Mid-Level Monitoring and Evaluation Specialist, with a solid track-record in providing performance monitoring and/or evaluation technical assistance to diverse stakeholders, including USAID, local organizations, international NGOs and contractors, and host-country government officials. The candidate will be responsible for assisting organizations to set up performance management systems, analyze and present data for a variety of audiences, verify data, and conduct data quality assessments.
Responsibilities:
- Serve as a resident technical expert in evaluation;
- Assist with and coordinate training to USAID Staff and evaluation staff on evaluation;
- Develop and write evaluation reports and from time to time participate on evaluations teams or in conducting evaluative studies;
- Assist with the development of evaluation scopes of work;
- Manage incoming evaluation teams; coordinate the workplan, and help ensure compliance with USAID’s evaluation policy;
- Assist in identifying and hiring consultants for short-term evaluation assignments; and
- Coordinate with USAID on evaluations and represent IMEC to USAID technical teams.
Qualifications:
- Demonstrated expertise in the establishment of evaluation systems, preferably for USAID projects and programs;
- Proven skills in defining results/outcomes statements and selecting indicators;
- Experience in developing quantitative and qualitative instruments for data collection;
- Experience in data analysis and reporting;
- English fluency required;
- Experience using SAS or SPSS is preferred;
- Experience in operating in complex, international environments, with multi-cultural and multi-ethnic setting is required;
- Experience in Pakistan or conflict environment strongly preferred.
