Overall Responsibilities
The Monitoring and Evaluation (M&E) Officer will develop and implement an overall project M&E strategy and frameworks that will ensure timely information and feedback to project stakeholders; develop the ability of key decision makers to communicate and manage information effectively; and develop systems, forums, protocols, and policies that facilitate communications between the technical team and other concerned parties. With the project team and stakeholder groups, s/he will plan for and conduct monitoring activities and ensure accurate and timely reporting to USAID and other donors. This may include leadership, management, coordination and strategic planning skills-building. In addition to facilitating formal trainings, the M&E Officer will work closely with the Project Director to provide on-the-job capacity building, supportive supervision, mentoring and coaching for project staff and beneficiaries.
Specific Responsibilities
Development and implementation of project M&E strategies and frameworks.
Design, implement, and manage an M&E system that will generate timely information and feedback to project stakeholders.
Develop the ability of key decision makers to communicate and manage information effectively and to access data and information systems, policies, and products that facilitate efficient decision-making.
Develop systems, forums, protocols, and policies that facilitate communications between the response team and other concerned parties.
With the Project team, plan for and conduct monitoring activities and ensure accurate and timely reporting to USAID and other donors. Ensure quality control data collection instruments and tools, including their use.
Compile, analyze, and present data for reporting of program progress and impact, and quality assurance.
With the Project technical staff, capture lessons learned and best practices, document and disseminate information, assist with developing presentations, abstracts, articles, etc.
Leverage resources to provide institutional capacity building support and on-going coaching and mentoring to beneficiaries in M&E.
Qualifications
A Master's degree in public health, demography, sociology, epidemiology, biostatistics, or a related field.
Minimum of five years of experience in public health project monitoring, evaluating, and operations research, with at least three years of specific experience with USAID.
Excellent interpersonal and presentation skills.
Demonstrated experience and familiarity with behavioral surveillance surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques, and establishing M&E systems in developing countries.
Excellent written and spoken communication skills. Fluency in English and French is required
Background Information
MSH is seeking candidates for an upcoming USAID-funded integrated health program in Bénin. The project will work to increase the supply of and demand for quality health services in child health, family planning, HIV &AIDS, malaria, and maternal and neonatal health through improved health systems. This position is contingent upon MSH winning the project award.

The Interdisciplinary Research Centre for the Evaluation of Public Policies (LIEPP) and the Centre d’études européennes (CEE) at Sciences Po are seeking strong candidates with a background in the social sciences and an interest in public policy evaluation. We invite applications from a wide range of fields, including, inter alia, environmental policy, social policy, urban policy, immigration policy, foreign policy or the public perceptions of policies.

- Expertise in child heath, or experience in the fields of health systems, nutrition or neo- natal health would all be relevant, but the ability to operate across a broad spectrum is more important than specific expertise in any one programme area.
- Field experience could be helpful and an orientation towards Asia and/or Africa is desirable.

Monitoring and Evaluation Coordinator for Food Security and Increasing Incomes (FSI) Initiative
The position is based in Pemba, Mozambique. The successful candidate would lead and coordinate the routine monitoring and non‐routine evaluation of, respectively, the activities and outcomes of the CIDA‐funded FSI. Specifically, the Monitoring and Evaluation Coordinator for FSI would:
- Ensure the systematic collection, analysis, and reporting of routine data for project improvement. This includes building the capacity of M&E staff to design data collection tools and building the capacity of component staff to apply these tools;
- Ensure that a management information system (MIS) is in place and functional, thereby allowing data to be accessed in a simple way for purposes of reporting and project improvement;
- Lead annual reviews of FSI’s Performance Measurement Framework (PMF) to ensure that indicators are still relevant, targets still realistic, and risks/assumptions still mitigated/valid;
- Ensure the timely submission of results‐based reports to CIDA on the FSI grant and build the capacity of M&E staff in results‐based reporting;
- Support the MERL Director in the design and implementation of mixed methods studies (i.e., both quantitative and qualitative) to assess the achievement of project outcomes, with or without the support of externally hired consultants; and
- Support other M&E functions and activities as required

The main focus of this review will be to ascertain how the OSCE has integrated gender into its policies, programmes, projects and activities. The study will look at gender mainstreaming in the OSCE today and how this has changed over time. Project/Proposal Summary: In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. Request for Proposal - Programm Evaluation, Disaster Risk Reduction program
1. The American Red Cross, Haiti Delegation hereby solicit your proposal for the provision of an Programm Evaluation, Disaster Risk Reduction program; as per the attached Terms of Reference (TOR) that includes the scope of work.
2. The Request for Proposal (RFP) consists of this letter of transmittal and the following enclosures: Enclosure 1: Specifications/TOR
3. Please note that this document is an RFP and not an invitation to bid. You should also note that the terms set forth in this RFP, the TOR (Enclosure 1) will form a part of any contract should the American Red Cross (ARC) accept your proposal.
4. It is anticipated that any contract or contracts entered into as a result of this RFP will be for a period of 6 weeks (approx. 30 working days), beginning Mid February 2012.
5. This RFP does not commit the ARC to award a contract or to pay any costs incurred in the preparation or submission of proposals, or costs incurred in making necessary studies for the preparation thereof, or to procure or contract for services or supplies. The ARC reserves the right to reject any or all proposals received in response to this RFP and to negotiate with any of the proposers or other firms in any manner deemed to be in the best interest of the ARC. Price is an important factor; however, it is not the only consideration in evaluating responses to an RFP.
14. Your proposal shall remain valid and open for acceptance for a period of at least sixty (60) days from the submission date. Please indicate in your proposal that it will remain valid for this period.

Center for support and development of civic initiatives “Resonance” is an independent non-governmental nonprofit organization actively working at Transdniestria, Moldova with a mission to increase the level of social activity of the population in solving social problems of youth, women and social vulnerable people in Transdniestria. The Center “Resonance” received a grant from The UN Trust Fund in Support of Actions to Eliminate Violence against Women (UN Trust Fund) for the period of 2009-2011 on implementation of the project “Opening new horizons for women”. The overall goal of the Project was to reduce domestic violence in Transdniestrian region (TN) of Moldova Republic through providing wide access to information on women self-realization in private and public life, public awareness to the problem of domestic violence, consulting for women and creating stable women grassroots organisations.
The Center “Resonance” calls for proposals from independent evaluation experts to conduct a final evaluation of the Project. The primary goal of the evaluation is to establish the Project’s achievements, challenges, successful activities, best practices and lessons learnt as well as suggest future priority actions to address the needs of women and girls. The evaluation should be done to assess the performance of the project against key parameters including the project’s relevance, effectiveness, efficiency, sustainability, replicability, timelines of activity implementation, and its strengths and weaknesses. I. RATIONALE AND USE OF THE EVALUATION
As per Pooled Funds Evaluation Policy, instituted by OCHA Funding Coordination Section (FCS) in 2011, a global evaluation of Emergency Response Funds (ERFs) will be conducted triennially in lieu of individual ERF evaluations periodically undertaken in the past. This evaluation meets the requirements of the ERFs Evaluation Policy by providing an independent assessment of the contribution of the mechanism to improvements in the humanitarian community’s ability to address critical unforeseen humanitarian needs in a timely and effective manner.
In addition, the evaluation will provide information on progress made since the creation of OCHA Funding and Coordination Section in 2008, identify strengths and weaknesses of the ERF mechanism, and provide specific recommendations regarding areas that need to be strengthened. The results of the evaluation will at the global level inform the review of the ERF Standardization Guidelines and the development of policy in relevant areas; at the country level, the evaluation is expected to lead to improvements in ERF management, processes and operations. The recommendations of the evaluation will be addressed though the Management Response Plan as per OCHA Evaluation Policy.

Baseline Survey CHOLERA

ARC and the Haitian Red Cross (HRC) have collaborated on community health programming since 2004 with the Together We Can youth HIV/AIDS prevention program implemented in 9 branches throughout the country. In 2006, ARC and HRC began a community-based first aid malaria prevention project, known as Vwazen Kore Vwazen (neighbors helping neighbors), in northeast Haiti. Following the devastating earthquake that killed more than 220,000 in January 2010, ARC expanded its health programming in internally displaced persons (IDP) camps in Port-au-Prince. Teams of health promoters were trained to give health and hygiene promotion and to distribute lifesaving commodities such as insecticide treated mosquito nets.
In late October 2010, the first cholera outbreak in Haiti in at least a century was confirmed. This was followed by a rapid increase in cholera and cholera-associated hospitalizations and deaths. As of the end of August 2011, MSPP reported over 439,000 cases of cholera nationwide, of which 233,427 (53.1%) patients had been hospitalized, and 6266 (2.3%) had died.[1]
After receiving news that cholera was confirmed in Haiti, ARC’s teams of health promotors in camps were doubled in size and immediately trained and mobilized to address the cholera epidemic by giving hygiene promotion tent to tent and by distributing soap, aquatabs and ORS.
In addition, ARC and HRC built on their current and past partnerships and experience to scale up hygiene promotion and to set up ORS posts/distribution points and to expand water and sanitation infrastructure in rural areas outside of Port-au-Prince (where many gaps in prevention and treatment services still exist) as part of the Cholera Response Project. The project, which runs from January 2011 to June 2012, aims to reduce both the incidence of cholera, as well as the morbidity and mortality due to cholera, in the project area (23 communes in 3 departments, as well as 50 IDP camps in Port-au-Prince). This will be achieved through improved cholera prevention and treatment practices, particularly improved hygiene practices, and increased community access to life saving health information, commodities and services.

The Aga Khan Foundation is an agency of the Aga Khan Development Network established in Switzerland in 1967 by His Highness the Aga Khan. Evaluation of Governance, Rule of Law, Judiciary Reform and Fight against Corruption and Organised Crime in the Western Balkans
Background
Western Balkan countries are moving closer to the EU, albeit with considerable differences from country to country, by carrying out important structural reforms and by meeting established criteria and conditions. The region encompasses countries which are striving to achieve candidate status and eventually start EU accession negotiation, and countries which have been granted candidate status and are currently making progress towards EU integration, each according to the pace of reforms put in place and their alignment with the EU laws.
Irrespective of the differences in the accession process, in much of the Western Balkans, state-building, consolidation of institutions as well as better governance constitute priority concerns. The enforcement of the rule of law, notably through judicial reform and the fight against corruption and organised crime remains a major issue throughout the region.
The European Commission is making full use of its pre-accession instruments in order to address the key challenges related to state building, good governance and the rule of law. As of 2001 the CARDS programme (Community Assistance for Reconstruction, Development and Stability in the Balkans) has provided significant financial support for fundamental reforms in these areas in the Western Balkan region. The new Instrument for Pre-accession Assistance (IPA) has replaced CARDS and PHARE assistance as of 2007 and has brought about a further increase in the available funds.
The Enlargement Directorate-General of the European Commission (DG ELARG) has now commissioned an evaluation to provide findings and recommendations to assist in the programming of pre-accession assistance to candidate and potential candidate countries in the Western Balkans and to improve the EC instruments to support the reform process, with particular regard to the areas of Governance, Rule of Law, Judiciary Reform, Fight against Corruption and Organised Crime.

STUDY ON IMPACT OF PREVENTION OF MOTHER-TO-CHILD TRANSMISSION (PMTCT) SERVICES IN LIBERIA
The National AIDS Control is seeking a highly motivated individual as a part-time Technical Advisor to assist with the implementation of this study
Background
After 14 years of civil conflict, Liberia is rebuilding its health system and has attracted support from NGOs and multilateral agencies to scale up and strengthen Prevention of Mother-to-Child Transmission (PMTCT) services. The Liberia Demographic and Household Survey (LDHS) of 2007 shows a general HIV prevalence rate of 1.5%. The National AIDS and STI Control Program (NACP) conducted an antenatal clinic seroprevalence survey in 2008 that shows a prevalence rate of 4.0% among pregnant women. In 2008, there were only 29 health facilities offering PMTCT; in May 2011, 162 health facilities offered PMTCT services in the country. Standardized tools to record and report HIV testing in ANC, uptake of PMTCT regimens, and use of early infant diagnosis were introduced in 2008 and employed in all PMTCT sites.

Impact Evaluation of the Kore Fanmi Fonkoze program
Following the January 12, 2010 earthquake, the American Red Cross (ARC) supported Fonkoze, Haiti’s largest microfinance institution, in successfully rolling out Kore Fanmi Fonkoze (KFF), Fonkoze’s earthquake recovery and support program to over 30,000 borrowing clients across the country, specifically targeting earthquake-affected zones. The KFF program provided a 5,000 gdes cash grant to eligible clients accompanied by a penalty-free cancellation of their current microcredit loan, and access to a new loan to assist the recovery process. The program lasted two years and started on 21 February 2010 and ended on 31 December 2010.
The American Red Cross provided financial support to Fonkoze to provide cash payouts to beneficiaries within the KFF program. Fonkoze, as the implementing partner, performed the screening of eligible beneficiaries, using staff available in 44 branches throughout Haiti, in addition to playing the primary role in effecting cash payouts and monitoring and evaluation associated with the program.
Purpose of evaluation
This impact study will primarily use qualitative data collection techniques and will measure the social and economic impacts of the KFF program on beneficiaries, comparing their own experience to a control group of individuals living in the same regions and who were either indirectly or directly-affected by the earthquake. This study is intended to be a compliment to the quantitative evaluation, as a means of providing a comprehensive body of information on the successes and drawbacks of the Kore Fanmi Fonkoze program.
The American Red Cross is interested in using the findings from the evaluation to inform future programmatic decision-making, and particularly in cash-based programming for disaster repose in urban settings.

Course work or continued education on evaluation methods or on related research methods are desirable.

Burkina Faso: Monitoring and Evaluation Program Manager/Senior Program Manager – Gender and Legislative Strengthening
Background:
The National Democratic Institute (NDI) is a nonprofit, nonpartisan, nongovernmental organization that responds to the aspirations of people around the world to live in democratic societies that recognize and promote basic human rights. Since its founding in 1983, NDI and its local partners have worked to support and strengthen democratic institutions and practices by strengthening political parties, civic organizations and parliaments, safeguarding elections, and promoting citizen participation, openness and accountability in government.
Since 2001, NDI has aided Burkinabe democrats to support the development of the country’s nascent democratic institutions. NDI has implemented a Sida-funded program on women’s political participation in Burkina Faso since 2005. The Burkina Faso program and NDI’s Monitoring, Evaluation and Learning (ME&L) Team designed a highly participatory M&E plan that includes both a traditional approach in which data is collected on pre-determined indicators in addition to methods to gather contextual data and identify emergent indicators. In 2009 and 2010, NDI completed a baseline assessment and is currently in the process of preparing for a mid-term review to take place during the autumn of 2011. NDI is seeking an M&E Program Manager/Senior Program Manager to manage preparations for the mid-term review, serve as field coordinator for the review team, and implement adjustments to the M&E system as required, immediately following the conclusion of the mid-term review. The position will be based in Ouagadougou and will require some travel throughout Burkina Faso.
Job Description:
The National Democratic Institute for International Affairs (NDI) seeks a Program Manager/Senior Program Manager to provide technical guidance in monitoring and evaluating a program to enhance the capacity of Burkinabe women leaders to engage effectively in pro-poor democratic governance. The Program Manager/Senior Program Manager will ensure that:
A functioning M&E System is established:
- Program staff are adequately trained and equipped to utilize the M&E system
- Timely data collection, analysis and reporting is driven by the field

- Developing and maintaining a data management system using Excel, Access, SPSS or other data management and analysis software; establishing data collection and analysis protocols for both qualitative and quantitative data analysis, and developing easy-to-use forms, guides and interview agendas

The Chief of Party will provide overall direction and management guidance to this effort, supervise a staff that provides direct technical assistance to a range of stakeholders, manages a web-based reporting system for over 50 performance indicators, provides training in monitoring and evaluation, and works with local institutions to transfer these capacities to them on a sustainable basis. Technical expertise in these areas a well as experience managing an M&E support services effort is required. Experience with program that focus on the agriculture and the nexus between agriculture, nutrition and poverty is needed.
Responsibilities:
- Lead program implementation and oversee all technical, financial and managerial decisions;
- Produce deliverables related to development results reporting and analysis, data collection, evaluation, and reporting;
- Provide technical guidance in monitoring and evaluation as well as agriculture, nutrition and/or poverty;
- Recruit and supervise a team of local staff as well as short-term consultants as needed;
- Represent MSI in meetings with senior Mission and Embassy officials;
- Ensure quality oversight of all services rendered for the project.
Qualifications:
- Demonstrated technical expertise in monitoring and evaluation, including experience in performance monitoring, baseline studies, needs assessments, and impact evaluations;
- Prior experience managing international donor funded projects, preferably as Chief of Party of USAID funded programs; Deputy Chief of Party or component manager experience may be considered;
- Substantial experience with training and capacity building for local institutions;
- Secondary technical expertise in agriculture, nutrition and/or poverty desired.

Feasibility study on multi-purpose community disaster centers in Haiti 2011
As part of its disaster response and disaster risk reduction efforts, the American Red Cross is implementing the “Emergency Disaster Risk Reduction project (EDRR) in order to reduce negative impacts of disasters and increase safety and resilience of the people of Haiti with a special emphasis in the camps populations. The relevance and effectiveness of the project were demonstrated during recent hurricane when the trained volunteers and Vigilance Committees (DM committee) were proactively involved in disseminating early warning messages and activating evacuation plans.
The ARC intends to commence a detailed feasibility study for needs analysis, mapping stakeholders, site selection and determine technically sound, culturally appropriate and financially viable designs of community disaster centers. Therefore, ARC seeks an experienced external consultant in order to carry out a feasibility study together with other technical experts assigned by ARC and HRC.

Opportunities in Research and Evaluation
We already have a well established, multi-disciplinary research and evaluation group which is continuing to promote the Institute’s contribution to the international development of evaluation practice. We are now seeking to recruit ambitious and motivated researchers/evaluators at a senior level to develop our European evaluation work which currently focuses on social and employment policies and the information society.
Applicants should have at least 5 years’ experience in evaluation at EU level (though work will also be in the UK). This should include a track record of delivering and winning work for the European Commission and other EU and international agencies, designing evaluation frameworks and methodologies, deploying a range of qualitative and quantitative methods, working in complex political settings with demanding clients, and partnership working. These will be brought to our work in European social and employment policies and in the information society. They should be educated to at least Masters level (or equivalent) in a social science discipline and preferably be fluent In English and a second language.
The salary bracket for senior researchers ranges from £32,500 to £42,499 depending on experience and qualifications.

The Global Alliance for Improved Nutrition (GAIN) is driven by the vision of a world without malnutrition. UNICEF Monitoring and Evaluation Specialist Child Survival and Development (Level 4)
Children in West and Central Africa have their rights violated on a daily basis to an extent that is worse than anywhere else in the world. Nearly 2 children out of 10 never reach their fifth birthday. They die from malaria, diarrheal diseases and vaccine-preventable diseases such as measles. Malnutrition is widespread in the region. In the Sahel countries, half of the child mortality is related to under-nutrition in children.
To fight child mortality and child malnutrition, UNICEF is promoting a minimum package of proven health and nutrition interventions that includes, amongst others, childhood immunization, vitamin A supplementation, distribution and promotion of insecticide treated bed-nets, promotion of exclusive breastfeeding and complementary feeding and oral re-hydration. Through these interventions child mortality can be reduced by up to 25%. UNICEF is increasing its efforts to fight the impact on the HIV/AIDS pandemic on children through the prevention of transmission of mother to child transmission of HIV, pediatric treatment, prevention of new infections among young people and support for orphans and other vulnerable children.
