The main purpose of this consultancy is to organize assessment data within a Geographical Information System (GIS) and illustrate pertinent spatial relationships through map and spatial analysis. These products should help ARC program staff to plan reconstruction activities and engage the community productive dialogue about desired outputs.
In addition to the mapping exercise, the consultant will be expect to support the ARC Haiti Delegation's decision to build internal GIS capacity by recruiting and mentoring one local staff member with appropriate experience using and maintaining a GIS. This staff member will remain with the ARC Haiti team delegation during the implementation of the reconstruction program.

ToR - Project Evaluation: Technology Innovation Support Center (TISCs) 2009-2011
The present document represents the Terms of Reference (TOR) for the evaluation of a specific Development Agenda Project under the Learning Evaluation Series. The present TOR outlines the reasons for the evaluation, the scope and methodologies for conducting the evaluation of this particular Development Agenda project. During the first session of the Committee on Development and Intellectual Property (CDIP), held in Geneva, in March 2008, member States of the World Intellectual Property Organization (WIPO) approved the working document CDIP/1/31 containing 45 recommendations for the implementation of WIPO’s Development Agenda. The General Assemblies of WIPO subsequently adopted these recommendations.2 The list of Development Agenda Recommendations can be found under the following link: http://www.wipo.int/ip-development/en/agenda/recommendations.html
Implementation of the TISCs, which is financed by the Development Agenda, started in April 2009. The aims of the TISCs are to:
- Carry out and take into consideration the results of a needs analysis and database review study;
- Provide access to specialized patent and non-patent databases for use by intellectual property offices and the public;
- Enable and support effective use of these databases by assisting countries in establishing local support in the form of Technology and Innovation Support Centers together with a corresponding network; and
- Provide training and awareness raising support for the staff of these centers and IPOs, as well as the general public.
All the above elements are implemented by the Innovation and Technology Support Section (ITSS).

1. The Millennium Challenge Corporation (“MCC”) and the Government of the Kingdom Of Lesotho (the “Government”) have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help facilitate poverty reduction through economic growth in Lesotho (the “Compact”) in the amount of $362.5 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account Lesotho (“MCA-Lesotho”), intends to apply a portion of the Funds to eligible payments under the contract for which the RFQ is issued. Payment by MCC will be made only at the request of MCA-Lesotho and upon approval by MCC, and will be subject, in all respects, to the terms and conditions of the compact, including restrictions on the use of MCC Funding and conditions to the disbursements.
2. The MCA-Lesotho hereby invites Individual Consultants to submit their qualifications and interest in providing the following services: “Statistician”.
3. Objectives of the Assignment
To be responsible for providing on-going statistical support to MCA-Lesotho, and its partners, to successfully carry out the mandate specific to performance monitoring and impact evaluation of the Compact activities, as outlined in the MCA-Lesotho M&E Plan. The consultant will be expected to work alongside the M&E Coordinator, while the majority of the tasks will be undertaken in collaboration with the M&E Managers and the M&E Focal Persons based within the IEs and PIUs; MCC, impact evaluation sub-contractors – NORC and MSU and other MCA-Lesotho survey contractors.

Interested individual consultants are strongly advised to obtain a copy of the TOR as well as any further information and/or clarification at the address below (see Section 9).
4. Interested Individual Consultants should submit, at the address indicated below (see Section 9), an application consisting of the following:
a) Curriculum Vitae (CV) detailing the consultant’s professional qualifications, areas of expertise, and experience in carrying out similar assignments;
b) A brief approach and methodology (3-page limit) for the implementation of the contract, describing the consultant’s understanding of the Terms of Reference and the objectives of the assignment, including a proposed approach to the implementation of the services, an estimated work plan and the expected outputs; and
c) Proof of all professional qualifications and work experience indicated in the CV. This shall include: copies of all the diplomas and certificates; letters from the previous clients certifying the work experience or copy of contracts or any other written document that can prove, beyond any doubt, that the consultant has the work experience indicated in the CV.
d) Professional References (at least three (3) referees) with valid contact details, such as Email address and contact numbers.
Failure to submit the information requested in 4 (a through d) (above) will render the application incomplete and may negatively impact on the outcome of the technical evaluation of the consultant.
5. Applications and all supporting documentation shall be in English. In case the original supporting document is not in English, this shall be accompanied by a certified translation into English. Any application which is not submitted in English, or is not accompanied by a certified translation, will be rejected.
Electronic submission of applications (including CV) is acceptable; if the documents are sent in a format that cannot be altered (pdf format is preferred).
6. This assignment is open to all eligible Individual Consultants as defined in the MCC Program Procurement Guidelines (current edition). Each applicant will undergo eligibility verification during the evaluation process, and throughout the life of the contract, in accordance with MCC Guidance on Excluded Parties Verification Procedures found at: http://www.mcc.gov/documents/guidance/mcc-ppg-eligibilityverification1.pdf.
Applications from firms or other organizations will be considered. Firms are allowed to propose only one individual consultant. No more than one individual consultant per Firm will be evaluated. The contract may be signed either with the individual consultant or with the firm proposing the individual consultant.
Firms proposing an Individual Consultant are also required to certify their status as part of their submission by duly completing and submitting the Government-Owned Enterprises (GOE) Certification Form that can be downloaded at the MCA-Lesotho Website: http://www.mca.org.ls. The GOE Certification Form is also available at the address indicated above in Section 9.
7. The Criteria and sub-criteria for selection of the Individual consultants shall be as detailed below:

After applying these criteria and subcriteria, each application will be given a technical score. An application shall be rejected at this stage if it does not respond to important aspects of the Terms of Reference or if it fails to achieve the minimum technical score of seventy-five (75) points.
The Individual Consultant having the highest technical score will be invited to submit a financial offer (e.g fees and expenses) and to negotiate a contract. Should negotiations fail with the selected Individual Consultant, negotiations may be initiated with the next highest ranked Individual Consultants.

1.0 PURPOSE
UNICEF Evaluation Office is seeking Expressions of Interest (EoI) from interested individuals or institutions to provide services to conduct a multi-country evaluation of UNICEF programmes on child protection in the context of emergencies.
2.0 BACKGROUND
UNICEF’s child protection programming in emergencies is guided by the Core Commitments for Children in Humanitarian Action (CCCs) and by Human Rights-Based Approaches to Development. Within the context of the humanitarian cluster system, UNICEF has also committed to lead the Child Protection Working Group (CPWG), and co-lead the GBV Area of Responsibility with UNFPA under the Global Protection Cluster, and the Mental Health and Psycho-social Support Reference Group (MHPSS).
UNICEF and its partners have made important strides over the past decade in strengthening the response to protection concerns for children, including preventive actions. Advances have been made in the legal and policy frameworks governing child protection, high-level advocacy, inter-agency coordination, and programme response. Despite the achievements, many challenges remain. For instance, the major natural disasters in Haiti and Pakistan in 2010 highlighted challenges to rapidly scale up child protection in emergency programmes, prevent and respond to separated children and gender-based violence (GBV), provide psychosocial support and establish child-friendly spaces (CFS). The earthquake in Haiti in particular marked a pivotal moment in humanitarian response as global attention was drawn to the importance of strong child protection systems as both a preventive and responsive requirement.

IDRC seeking evaluators for formative evaluation - Global Health Research
The International Development Research Centre (IDRC) is seeking a high-level team of evaluators to undertake a formative evaluation of one of its global health research programs.
Created by the Canadian Government in 2008, the Development Innovation Fund (DIF) aims to support breakthroughs in global health. The program provides $45 million a year for five years, for a total investment of $225 million, subject to appropriation by Parliament. Now in its second year of operation, DIF-Health is the subject of a formative evaluation which will: assess the extent to which the early elements of the DIF theory of change have been realized; review the implementation and operation of the DIF to date; provide any evidence on early expected results emerging; and provide insights into any unforeseen challenges and/or opportunities so that adjustments of any issues relating to design, delivery or strategic thinking can be considered.

Call for proposals: Joint MFS II evaluations
On 19 September 2011 NWO-WOTRO launched three international calls for proposals concerning the joint MFS II evaluations. The respective deadlines for submission are 31 October, 1 November and 2 November 2011.
WOTRO Science for Global Development is the division of the Netherlands Organization for Scientific Research (NWO) responsible for the enhancement of innovative, interdisciplinary scientific research to the benefit of development and societal issues of local and global concern in the South.
MFS II is the 2011-2015 grant framework for Dutch co-financing agencies (CFA’s) directed at achieving poverty reduction and sustainable development. A total of 20 consortia of Dutch CFAs have been awarded €1.9 billion in MFS II grants by the Dutch Ministry of Foreign Affairs (MoFa). MFS II-funded organisations support a wide range of development activities of a large number of Southern partner organisations in over 70 countries. The MFS II framework requires that each consortium carries out independent external evaluations. 19 out of the 20 consortia decided to have their MFS II-funded or –co-funded activities jointly evaluated.
On behalf of these consortia, NWO-WOTRO is issuing three calls for proposals:
- Call one: ‘joint MFS II evaluations of development interventions at country level’;
- Call two: ‘synthesis of joint MFS II evaluations at country level’;
- Call three: ‘joint MFS II evaluation of international lobbying & advocacy’.
The overall purpose of the joint MFS II evaluations is to account for results of MFS II-funded or co-funded development interventions implemented by Dutch CFAs and/or their Southern partners and to contribute to the improvement of future development interventions. Applications will be assessed on the quality of the proposals and the quality of the research team.

Impact Evaluation of the Kore Fanmi Fonkoze program
Following the January 12, 2010 earthquake, the American Red Cross (ARC) supported Fonkoze, Haiti’s largest microfinance institution, in successfully rolling out Kore Fanmi Fonkoze (KFF), Fonkoze’s earthquake recovery and support program to over 30,000 borrowing clients across the country, specifically targeting earthquake-affected zones. The KFF program provided a 5,000 gdes cash grant to eligible clients accompanied by a penalty-free cancellation of their current microcredit loan, and access to a new loan to assist the recovery process.
The KFF program targeted the following groups:
Directly-affected clients and families: Fonkoze clients and their families living in zones directly affected by the earthquake.
Indirectly-affected clients and families: Fonkoze clients and their families who acted as host families for friends and other family members who fled the earthquake-affected zone.
Beneficiaries: Approximately 30,000 female heads of hosueholds
Geographic scope: All of Haiti, with M&E efforts to date focused on acutely-affected areas of Haiti (in and around Leogane, Jacmel, Miragoane, Lavale).
The American Red Cross provided financial support to Fonkoze to provide cash payouts to beneficiaries within the KFF program. Fonkoze, as the implementing partner, performed the screening of eligible beneficiaries, using staff available in 44 branches throughout Haiti, in addition to playing the primary role in effecting cash payouts and monitoring and evaluation associated with the program.
Purpose of evaluation
This impact study will primarily use qualitative data collection techniques and will measure the social and economic impacts of the KFF program on beneficiaries, comparing their own experience to a control group of individuals living in the same regions and who were either indirectly or directly-affected by the earthquake. This study is intended to be a compliment to the quantitative evaluation, as a means of providing a comprehensive body of information on the successes and drawbacks of the Kore Fanmi Fonkoze program.
This evaluation was initially identified as a required output in the original KFF logframe. In addition, Fonkoze has recently rolled-out a nationwide catastrophe micro-insurance product, which was closely modeled upon the KFF program. This evaluation, in addition to a one-year quantitative evaluation, are intended to support, inform, and improve Fonkoze’s efforts to deliver the same range of services to beneficiaries under the purview of Kore W, Fonkoze’s current catastrophe micro-insurance product.
The American Red Cross is interested in using the findings from the evaluation to inform future programmatic decision-making, and particularly in cash-based programming for disaster response in urban settings.

PEHP Evaluation
The earthquake that hit Haiti on January 12 , 2010 killed an estimated 217,300 people and displaced more than 2.1 million people. Of those that were displaced, more than 1.5 million people were displaced to more than 1555 camps/informal settlements (source: UNOCHA, August 2011).
The crowded camp conditions, along with lack of basic health and water and sanitation infrastructure left the camp residients vulnerable to a variety of health risks, particularly disease outbreaks.
The camp conditions, were exacerbated by the fact that the health status of the Haitian population was poor prior to the earthquake. Before the earthquake, 47% of the population did not have access to basic health care and more than half had no access to drinking water. There was no municipal sewage system or water system in the country. The life expectancy was low at just 59 for males and 63 for females, and more than half of the population lived below the extreme poverty line of US$1 a day.
As part of its disaster response efforts, the American Red Cross (ARC) began an emergency health promotion project, (known as the Post-Earthquake Health Promotion Project, or PEHP) to address health concerns specifically related to living in IDP camps. The goal of the project is to reduce and/or mitigate the incidence of disease and gender based violence (GBV) through managing immediate health risks while increasing community capacity and resilience in the aftermath of disasters. The project provides health promotion in 3 key areas: malaria, diarrheal illness (including cholera), and HIV/STIs. The estimated target population is 190,000 camp residents living in 100 camps. The period of implementation is from May 2010-Nov. 2011.
While the project was designed before the cholera outbreak in Oct. 2010, the project played a key role in responding to the initial and subsequent cholera outbreak. Immediately following the initial outbreak, an additional 100 hygiene promoters were recruited to work in the camps along with the 100 initial PEHP promoters. Additional supervisory staff were hired to oversee the work of these additional promotors. All were trained in cholera specific hygiene promotion, prevention and treatment messaging. In addition, cholera related commodities, including soap, aquatabs, ORS and jerry cans were obtained and a package of these items were distributed tent to tent during the hygiene promotion. As the first wave of the epidemic came under control, the new promoters were cross-trained in all pre-cholera PEHP interventions.
An evaluation is necessary to determine the relevance, effectiveness, and coverage of the project, as well as the the intended and unintended changes that occurred as a result of the interventions given the evolving humitarian context throughout the project period.

Web-based database system for Haiti Assistance Program

As part of its disaster response and recovery efforts, the American Red Cross (ARC) began different programs.
The American Red Cross reporting system generates several monthly and quarterly reports for the Haiti Assistance Program. The reports are currently generated and stored in spreadsheets. The American Red Cross wishes to develop a web-based database system to store and analyze this information.
The American Red Cross needs to contract a database development specialist that can develop a database and provide on-going support. The database will have at a minimum these features:
- User Control
- Data Entry
- Reporting / Data Analysis

The purpose of this expression of interest is for UNICEF to expand its evaluation experts’ roster for its activities in CEECIS region.
UNICEF Regional Office for CEECIS is inviting expression of interest from highly qualified individual consultants or consulting companies, with experience in project, programme and policy evaluation and expertise in at least one of the following technical areas: social policy; children’s rights; child protection; juvenile justice; early child development; education; health; nutrition; HIV/AIDS; young people; communication for development; fundraising; partnership; monitoring.

Expected Duties and Responsibilities
The range of task that would typically be expected from an evaluation consultant is to : Develop evaluation methodology including identify/develop appropriate data gathering instruments; Conduct secondary data review; Manage and if necessary train, the evaluation team and ensure efficient division of tasks between the mission members; Conduct the evaluation in accordance with the terms of reference and scope of the evaluation; Represent the evaluation team in meetings with stakeholders; Present evaluation findings and recommendations at meeting with stakeholders; Be responsible for timely submission of pre- and post-mission, evaluation and summary reports.
Qualifications required
EDUCATION: Advanced university degree in social sciences, economics, international relations, development studies, programme evaluation or other related field.
WORK EXPERIENCE: Depending on the position assigned (team leader or team member), the evaluator will need to have between 5 years (minimum requirement) and 10 years of relevant professional expertise.
LANGUAGE: Fluency in English. Good knowledge of Russian or any other CEECIS region language is an asset.
Competencies required
Specialized experience and/or methodological/technical knowledge, including some specific data collection and analytical skills, in the followings areas:
- OECD-DAC evaluation criteria
- Result-based management
- Human rights-based approaches to programming
- Gender considerations
- Logical framework analysis
- Participatory evaluation methodologies
- Survey design, quantitative and qualitative data collection and analysis
Knowledge of UNICEF mission, mandate and country programming; Knowledge of the UN system and UN common country programming processes can be required for specific evaluations.
Relevant experience in the CEECIS region is an asset.
Demonstrated analytical, communication and report writing skills.

Strategic Review of the Global Marine and Polar Programme of IUCN
BACKGROUND
IUCN is seeking an independent evaluator to undertake the Strategic Review of the Global Marine and Polar Programme of IUCN. This review aims to identify and help address issues related to the relevance, performance and organizational capacity of the Programme. The Review results will be used to make key decisions about the future of the Programme such as its focus, desired development, governance, operating structure, and resource allocation.
The selected independent evaluator will be paired with an internal IUCN senior manager to conduct the Strategic Review.

Protected Area Planning and Ecotourism Specialist
Cape Verde, a small insular and archipelagic country, exposed to economic and environmental vulnerabilities, requires appropriate strategies for the management of the nation’s natural resources. Cape Verde has ratified the Convention on Biological Diversity in 1995 and in 1999 drafted the national strategy and action plan on Biodiversity. On 24 February 2003 the Decree-Law No. 3/2003 on the legal regime of natural areas was published, which creates 47 protected areas, subdivided into 6 categories: national park, Natural Park, natural reserves, protected landscape, natural monument and sites of scientific interest.
In this context the Government of Cape Verde has obtained funding from the Global Environment Facility (GEF) and United Nations Development Programme (UNDP) to implement a project entitled "Consolidation of Cape Verde’s Protected Area System. The project has the following objective:

UNICEF's Burundi country office is currently seeking a consultant to support the National Statistics Institute in updating and operationalising BurundInfo, the national adaptation of the DevInfo database technology.
BurundInfo is a database of socioeconomic indicators which is used by the Government of Burundi to track progress towards the MDGs and other national development objectives. The current version of BurundInfo is based on DevInfo technology and is managed by the National Institute of Statistics and Economic Research (ISTEEBU) with technical and financial support by development partners, in particular UNICEF. In November 2004, ISTEEBU launched the first version of BurundInfo, which was known as the “Socioeconomic Database of Burundi” (BDSEB) at that time. The second version of BurundInfo was then updated based on DevInfo technology (version 5) .
ISTEEBU is aiming to produce a new version of BurundInfo which will include updated data on development indicators emerging from recent surveys and studies. It will be based on the latest DevInfo technology (version 6). The new version of BurundInfo will contain indicators that will enable monitoring of the second generation of the Poverty Reduction Strategy Paper (PRSP) which is currently under development as well as progress towards the MDGs.
In order to accelerate the process and reinforce the capacity of BurundInfo team at ISTEEBU, UNICEF intends to support ISTEEBU by recruiting an international expert who will work directly with the BurundInfo team at ISTEEBU. The consultancy will also include a significant capacity-building and promotion component so as to foster a sense of ownership within the BurundInfo team at ISTEEBU as well as other institutions that use statistics in Burundi. The expert will be based at ISTEEBU for a period of approximately 3 months.

CLEAR is inviting expressions of interest (EOIs) from academic institutions (universities, think tanks, and consortiums of institutions) to host a CLEAR Center in Francopohone Africa.
CLEAR expects to contribute approximately USD 350 thousand per year, for a period of three years, to help the selected institution deliver capacity building services that meet the needs of government and civil society and that adhere to international quality standards.
The selected center will initially provide demand-based training to government and civil society in M&E for a number of countries in Francophone Africa. Several courses will be available through CLEAR, such as Impact Evaluation, Performance-Based Budgeting, Rapid Evaluations, initially in a train-the-trainer model. These courses can be customized for use in the region depending on the audience and demand for such courses. The regional center will be responsible for assessing demand and targeting training to ensure participation of appropriate stakeholders from across the region. At least 50 percent of the participants (overall in one year, not necessarily in one course) must be from countries other than the one in which the center is based. Contingent on performance and the availability of funds, the center will be supported to provide other capacity development, technical assistance, and advisory services (such as conducting evaluations) at a later date, based on demand for these services. Ideally, the first course will be delivered by the end of March, 2012.
The Francophone Center will be selected through a two-stage process. A selection committee will shortlist applicants based on the EOIs they provide. The shortlisted institutions will be invited to present full proposals for the final selection. The deadline to submit EOIs is Monday May 23. All EOIs must be submitted in English.

The Center will be responsible for ensuring self-sustainability. It will be accountable for assessing demand, for developing a fee-paying client-base for its services in M&E, and for targeting training to appropriate stakeholders. It will also be responsible for guaranteeing that at least 30 percent of the trainees are from countries other than the one in which the institution is based.
The Center for Latin America will be selected through a two-stage process. A selection committee will review the EOIs, shortlist institutions, and invite them to present full proposals for the final selection. The deadline to submit EOIs is Monday May 23, 2011. INTER‐AGENCY REAL‐TIME EVALUATION (IA RTE) – PHASE II OF THE HUMANITARIAN RESPONSE TO THE EARTHQUAKE IN HAITI
IA RTEs are an initiative of the Inter‐Agency Standing Committee (IASC). An IA RTE can be defined as an evaluation carried out at the early implementation stages of a humanitarian operation which almost simultaneously feeds back findings for immediate use by the broader humanitarian community, particularly at the field level. An IA RTE is primarily intended for sudden‐onset disasters, or protracted crises undergoing a phase of rapid deterioration or escalating violence. These evaluations differ from other forms of humanitarian evaluation in their speed, coverage, methods, and outputs. IA RTEs are typified by their shared management and methodological oversight through global‐ and national‐level inter‐agency support, speed of mobilization, feedback and followup; light, agile approaches; restricted scope; and participatory methods. Ideally, IA RTEs seek to unlock inter‐agency coordination problems or operational bottlenecks and provide real‐time learning to the field.
In the immediate aftermath of the earthquake, the IASC tasked the IASC IA RTE Support Group1 with carrying out IA RTEs in Haiti in two phases: one on the early response and a second at a later date. The first phase was conducted from March‐June 2010 and focused on the early response. The second phase will take place between May and July 2011 and reflect upon issues relating to transition to recovery.

Final evaluation of the Cash Assistance for School Fees Program
Haiti is situated in one of the most active hurricane regions in the world. Within the last 30 years, eight major hurricanes and numerous tropical storms have struck the country including Hurricane Thomas last November. The January 12, 2010 earthquake resulted in the death of over 230,000 people1 and injured 300,000. The destruction caused by the earthquake has longlasting implications for the well-being of the Haitian population. Disaster survivors are living in a wide variety of informal settlements (IDP camps) primarily in and around Port au Prince. Many of them are located in high risk areas and are subject to flooding, including flash floods, landslides and hurricanes.
As part of its disaster response and disaster risk reduction efforts, the ARC is implementing the “Emergency Disaster Risk Reduction project (EDRR) in order to reduce negative impacts of disasters and increase safety and resilience of the people of Haiti with a special emphasis in the camps populations. The relevance and effectiveness of the project were demonstrated during recent hurricane when the trained volunteers and Vigilance Committees (DM committee) were proactively involved in disseminating early warning messages and activating evacuation plans.
ARC intends to strengthen community early warning systems by establishing a functional link between the authorities, early warning center and the local community. This project will assess the viability of providing safer community centers (community disaster centers, also called Hurricane Shelters) in various strategic locations in order to ensure timely and effective evacuation of the people in case of hurricanes and other disasters. These community disaster centers could be developed either by improving existing community buildings or constructing new centers. These will be multi-purpose centers the community can use for example for community meetings, informal education, schools, reference centers, community health first aid posts, etc. during normal.
The ARC intends to commence a detailed feasibility study for needs analysis, mapping stakeholders, site selection and determine technically sound, culturally appropriate and financially viable designs of community disaster centers. Therefore, ARC seeks an experienced external consultant in order to carry out a feasibility study together with other technical experts assigned by ARC and HRC.

In 1988, the World Health Assembly (WHA) adopted a resolution to eradicate polio worldwide. This launched the Global Polio Eradication Initiative (GPEI), led by the World Health Organization (WHO), Rotary International, the US Centers for Disease Control and Prevention (CDC), and UNICEF.
As stated in the resolution, the three principal goals of the polio eradication effort are:
- To interrupt transmission of the wild poliovirus as soon as possible;
- To achieve certification of global polio eradication;
- To contribute to health systems development and strengthening routine immunization and surveillance for communicable diseases in a systematic way1
At the time of the WHA resolution in 1988, there were approximately 350,000 cases of polio each year. In the past 22 years, the number of cases has decreased by 99%, with the number of reported cases in 2009 recorded at 1,604.2 As of February 3, 2011, only 950 cases had been reported for 2010. We are now closer than ever before to the eradication of polio.
The third goal of the 1988 WHA resolution – strengthening routine immunization coverage and contributing to strong primary healthcare systems – will ultimately be the bedrock on which polio eradication rests.
The Foundation, in consultation with a steering committee comprised of external and internal experts, intends to commission a current assessment of the impact of polio eradication efforts on routine immunization and primary healthcare. This assessment should emphasize the use of quantitative information and may use modeling, as appropriate. The four main objectives of this work are:
- To document how polio eradication activities have been implemented in different countries and regions, both in terms of strategies and the extent of integration with routine immunization.
- To identify and assess the impact of polio eradication efforts on immunization coverage and the provision of primary healthcare by identifying and utilizing quantitative indicators.
- To make recommendations as to how strategies for on-going and future polio eradication efforts might best be implemented so as to strengthen routine immunization and primary healthcare.
- To make recommendations as to the key investments needed by the global community to optimize and leverage gains from polio eradication efforts so that they can translate into sustainable gains for routine immunization and primary healthcare.

Background
The UNDP Evaluation Office wishes to engage several Evaluation Specialists who will work closely with the evaluation team, under the overall guidance of the Team Leader, and within the framework of the overall terms of reference (TOR) for the evaluation.
Overview
The past two decades have seen the emergence, outside the established framework for multilateral aid, of an increasing number of funding instruments aimed at providing support to specific thematic or sectoral development challenges. On the one hand, philanthropic foundations have been set up by individuals and corporations with a view to tackling issues of particular concern, including health or education. On the other hand, acute development challenges, such as HIV/AIDS and environmental degradation, have brought together groups of donors – comprising governments, civil society and the private sector – that have established global funds with independent governance and management structures. In many cases, an underlying motivation of donors to make development financing available through global funds or philanthropic foundations has been disillusionment with the effectiveness, efficiency and timeliness of existing multilateral arrangements embodied by the United Nations and multilateral development banks. Donors have also sought to experiment with new approaches with a view to strengthening development effectiveness through a broader and more flexible range of funding instruments.
UNDP has established partnerships with a number of global funds and philanthropic foundations, at the global level as well as at the level of individual programme countries, prompted, in part, by changes in the aid architecture and dwindling core resources. In partnering with such funds and foundations, UNDP has sought to leverage its comparative advantage in supporting programme countries in accessing financial resources and in delivering related programmes and projects. Different partnership dynamics have resulted in a range of institutional arrangements at the corporate level. At the same time, UNDP has sought to adapt its partnerships to different country contexts where it has varyingly played the role of principal recipient, implementing agency, interlocutor, facilitator and adviser.
Objectives and Scope of the Evaluation
The evaluation will assess the relevance, effectiveness, efficiency and sustainability of UNDP support to the achievement of development results in partnership with global funds and philanthropic foundations. Recommendations will aim to further strengthen UNDP partnership with such funding instruments.
The evaluation will cover the period 2001-2010. It will provide a broad perspective on how partnership between UNDP and a range of funding instruments has evolved. Against this background, the evaluation will focus on UNDP partnership – including cooperation at the policy and operational levels, at headquarters and in programme countries – with global funds (e.g. Global Fund to Fight AIDS, Tuberculosis and Malaria and the Multilateral Fund for the Montreal Protocol) and philanthropic foundations (e.g. the Gates Foundation, Open Society Foundations and Al Makhtoum Foundation). On the one hand, a number of partnerships will be selected and reviewed in some detail. On the other hand, the evaluation will assess how, from the perspective of selected programme countries, UNDP has partnered with a range of available funding instruments, and the particular roles it has played.
The Evaluation Team
The evaluation team will comprise a core team of several Evaluation Specialists and a Team Leader. Regional and local experts will be recruited, as necessary, to support the conduct of country case studies. The Evaluation Office will recruit all team members.
The composition of the evaluation team will reflect the substantive focus of the exercise. The team should include experience in aid partnership, coordination and management and be familiar with the work of global funds and philanthropic foundations. It is also expected to have extensive knowledge of issues relating to the United Nations reform process, principles of results-based management, and should be familiar with the on-going debate on the issue of development effectiveness and financing for development. All the team members must possess educational qualifications in the social sciences or related disciplines. The selection of team members should in no way compromise the independence of the evaluation. All team members will abide by the Code of Conduct for Evaluation in the UN System, as approved by the members of the United Nations Evaluation Group on 19 July 2007, and will sign a declaration accordingly.
An Evaluation Office Task Manager will provide overall managerial and coordination support. He/she will also play a pivotal role in providing quality support and in facilitating the quality assurance process. The Evaluation Office Task Manager will provide substantive advice to the Team Leader as necessary and ensure that the evaluation is undertaken in accordance with EO policy. He/she will also be responsible for the overall organization of all aspects of the evaluation and serve as principal liaison with relevant units within UNDP including country offices as well as outside stakeholders. An Evaluation Consultant will assist with research and other aspects of the evaluation.
Duties and Responsibilities
Specific Responsibilities of the Evaluation Specialists
The Evaluation Specialists’ responsibilities may include some of the following:
- Familiarize her/himself with background literature posted on the evaluation website;
- Participate in an inception mission to New York, including consultations with UNDP stakeholders and the external Advisory Panel;
- Participate in the drafting and finalization of the inception report;
- Conduct one or several case studies of UNDP corporate-level partnership with global funds and/or philanthropic foundations, and draft reports accordingly, based on agreed specifications;
- Conduct one or several country case studies of UNDP partnership with global funds and philanthropic foundations, and draft reports accordingly, based on agreed specifications;
- Participate in an evaluation team workshop on emerging findings and recommendations after the data collection process has been completed;
- Support the drafting of components of the evaluation report, and review consecutive draft reports, providing comments and making changes based on feedback received by the Evaluation Office, the Advisory Panel and other stakeholders.
Competencies
- Proven knowledge and experience related to the international aid architecture, aid partnership and coordination
- Proven knowledge and experience related to the work of global funds (e.g. the Global Fund to Fight AIDS, Tuberculosis and Malaria or the Multilateral Fund for the Montreal Protocol) and philanthropic foundations (e.g. the Gates Foundation, Open Society Foundations or Al Makhtoum Foundation)
- Be familiar with the UN system and UNDP in particular
- Excellent English language drafting skills
- Demonstrated ability to work well within a team
- Good command of information technology (Word, Excel, PowerPoint or similar software)
Required Skills and Experience
Educaiton:
- Masters degree in economics or any other relevant social science, preferably with a focus on development issues.
Experience:
- At least 10 years of relevant experience in international development
- At least 5 years experience in development evaluation in multilateral settings, as well as proven expertise in the design of evaluation approaches and the application of rigorous evaluation methodology
Language:
- English language with excellent drafting skills.

The Council of Europe/European Union Joint Programme (JP) for the Russian Federation “Minorities in Russia: Developing Languages, Culture, Media, and Civil Society” is currently seeking an external consultant to conduct an evaluation of the Call for Proposals (CfPs) component of the JP.
Background:
The CfP, launched in November 2009, was addressed to civil society organisations, local and regional authorities, educational and cultural establishments dealing with regional or minority language promotion. It aimed to encourage the linguistic and cultural expression of national minorities, strengthen grassroots participation, and develop civil society organisations’ capacity.
Purpose:
The purpose of the CfP evaluation is to assess the overall relevance and effectiveness of the CfP and identify lessons that could improve the implementation of similar programmes in the future.

Consultancy: Evaluation of Human Rights Watch's work on Migrant Domestic Workers
Consultant: Migrant Domestic Worker Project Evaluation
Human Rights Watch, an international non-governmental human rights organization, is seeking a professional evaluator to assist with an evaluation of its work on the rights of migrant domestic workers (MDWs) in more than a dozen countries around the world. The evaluator will be engaged as a part-time consultant for approximately four weeks in the last quarter of 2010 to develop an evaluation design. After the design phase, HRW may also engage a consultant to carry out the full evaluation, possibly the same evaluator who will draw up the design.
Background:
Human Rights Watch’s work on the rights of migrant domestic workers involves documenting and analyzing human rights violations, raising public awareness, and conducting advocacy with national authorities and regional and international policymakers. The goal of the work is to achieve structural change in the laws, policies, and practices affecting domestic workers’ rights.
Objectives:
The full evaluation will involve: (1) a substantive analysis of the quality and effectiveness of the MDW research, advocacy, and media work, and HRW’s collaboration with civil society partners, (2) an assessment internal coordination and support for the work, and (3) an analysis of lessons learned and whether the approach to the MDW work is a feasible, efficient, and effective model for future work. The evaluation design must address each of these aims.
Evaluator Qualifications:
Applicants must be professional evaluators with at least eight years of experience, have done evaluations of projects for human rights or similar advocacy organizations, have experience with undertaking evaluations of international projects, hold a graduate degree in a relevant field, and have excellent interviewing, writing, and communication skills. Substantive knowledge of the field of international labor rights and migrant domestic workers is a plus.
Location:
The evaluation design will require some presence (approximately three to five days) in HRW’s New York office.
Compensation:
The budget for this consultancy is limited. The consultant must be prepared to work within tight budget constraints.
