The consultant will work at the GEF IEO and contribute to preparation of GEF IEO’s Annual Performance Report (APR) 2020. The report will cover reporting on the performance of completed projects, performance of GEF Agencies, and performance of the System for Transparent Allocation of Resources (STAR) used by the GEF for its seventh replenishment period (GEF-7).
GEF adopted a resource allocation framework in 2005 to allocate resources to its recipient countries. Thereafter, the framework, subsequently known as STAR, has undergone several changes. The review of STAR, which will be presented in APR2020, will focus on the effects of the major changes made in the framework for the GEF-7 period (2018-22).
Responsibilities and Accountabilities
The consultant will conduct portfolio analysis and statistical modeling for assessing effect of changes in the STAR design for the GEF-7 period. This would cover effects of changes in the weight of the exponent of the GDP based index, a change in the floors for the climate change focal area, and enhanced flexibility features related to cross-focal area resource use. It will also include an assessment of the effects of the update of the data used for STAR calculation.
Candidates must have all of the following qualifications:
- A Master’s degree or higher in environmental and public policy or other relevant social sciences.
- About one-three years of work experience in environment, evaluation, international development and/or data analysis. Having addressed environmental and/or international development issues as part of the graduate degree course work will compensate for lack of work experience.
- Fluent in English.
Candidates must have following skills.
- Strong quantitative skills: ability to conduct statistical modeling and run macros in excel for data analysis. Skilled at use of Stata, R and/or other statistical software.
- Skilled at preparing synthesis reports and other analytical outputs.
The task needs to be accomplished during the period December 2019 to April 2020, with a preference for candidates that are available for full time and/or part time work during this period. The proposed position is for 40-60 work days. The candidate should be able to work for at least part of the duration from GEF IEO at Washington DC.
